Costa Rica consistently ranks as one of the top destinations in Latin America for US expats — and for good reason. But Costa Rica has one of the strictest FBI background check requirements in Latin America. Every residency category — without exception — requires US citizens to submit an FBI background check, apostilled and accompanied by a certified Spanish translation. There are no shortcuts, and Costa Rica’s Directorate General of Migration and Immigration (DGME) no longer accepts state-level background checks. Only the federal FBI check is valid.

Which Costa Rica Residency Categories Require an FBI Check?

Important: Costa Rica No Longer Accepts State Background Checks

For many years, some Costa Rica residency applicants submitted state-level criminal background checks. Costa Rica's DGME changed this requirement — only the federal FBI Identity History Summary is now accepted. A California DOJ check, Texas DPS check, or any other state-level record will be rejected by the DGME. The FBI check must also be apostilled by the US Department of State — not by a state government. This change catches many applicants off guard. Start with the FBI check from the beginning.

The Three Documents Costa Rica Requires

Document 1 — FBI Identity History Summary

The FBI background check — a federally issued, fingerprint-based report of your complete US criminal history across all 50 states. If you have no criminal record, the FBI issues a 'no record' result, which is fully valid for Costa Rican immigration purposes. The document must be recent — Costa Rica generally requires it to be issued within 6 months of your DGME application submission.

Document 2 — US Department of State Federal Apostille

Costa Rica is a member of the Hague Apostille Convention. Your FBI background check must be apostilled by the US Department of State before it can be accepted by the DGME. A state-level apostille is not valid for FBI documents. The federal apostille is the only accepted form of authentication for an FBI Identity History Summary used in Costa Rica.

Document 3 — Certified Spanish Translation

Costa Rica requires all foreign documents submitted to the DGME to be translated into Spanish by a certified official translator. This is not optional — an untranslated or uncertified translation will cause your application to be rejected. How to Get FBI Fingerprinting from Spain: Step-by-Step

Our process is simple & quick!

1. Order your mail-in fingerprint kit from MR Fingerprints. We ship FD-258 standard fingerprint cards directly to your address in Spain. International delivery typically takes 7–14 business days via tracked shipping.

2. Complete your fingerprints. Use our detailed instructions to complete your ink fingerprint cards at home, or take them to a local notary, gestoría, or police station in Spain that provides ink fingerprinting. Legible, complete prints are critical — illegible cards are the #1 reason for FBI rejections.

3. Mail your completed fingerprint cards back to MR Fingerprints. We provide a pre-addressed return envelope. Use a trackable international courier (DHL, FedEx, or Correos International) for peace of mind.

4. We submit your prints to the FBI through our certified channeler process. Standard processing takes approximately 6–8 weeks. Expedited options are available. We will notify you once your results are received.

5. Obtain an apostille on your FBI background check. For Spanish visa and residency applications, your FBI background check must be apostilled through the US Department of State. We can guide you through this process or connect you with an apostille service.

6. Submit your apostilled background check with your visa or residency application. For some visa types, you will also need a certified Spanish translation (traducción jurada). Your immigration lawyer or gestoría in Spain can arrange this.

Pro tip: FBI background checks are only valid for 90 days for Spanish immigration purposes. Start the fingerprinting process as early as possible to avoid delays.

The Pensionado, Rentista, and Inversionista Visa — What to Expect

Pensionado Residency

The Pensionado visa is Costa Rica’s retirement residency category, requiring proof of a minimum monthly pension income of $1,000 from a permanent lifetime source such as Social Security, a government pension, or a private pension fund. The FBI background check, federal apostille, and certified Spanish translation are all required. The DGME will not process a Pensionado application without the complete three-document FBI package.

Rentista Residency

The Rentista visa requires proof of a stable passive income of at least $2,500 per month for a minimum of two years, or a $60,000 deposit in a Costa Rican bank. As with Pensionado, the FBI check, apostille, and translation are mandatory. Remote workers and digital nomads with stable contract income commonly use this category.

Inversionista Residency

The Inversionista (investor) visa requires a minimum investment of $150,000 in Costa Rican real estate, a business, or other approved ventures. This is a popular route for Americans purchasing property in Costa Rica. The FBI documentation package is required regardless of investment size or type, and the DGME applies strict zero-defect standards — incomplete or incorrectly apostilled documents are rejected outright.
