FBI Fingerprinting for US Citizens Living in Costa Rica

FBI Fingerprinting in Costa Rica for US Citizens

Costa Rica consistently ranks as one of the top destinations in Latin America for US expats — and for good reason. Political stability, a high quality of life, excellent healthcare, the Pura Vida culture, and a well-established legal framework for foreign residency make it an attractive option for retirees, remote workers, investors, and families.

But Costa Rica has one of the strictest FBI background check requirements in Latin America. Every residency category — without exception — requires US citizens to submit an FBI background check, apostilled and accompanied by a certified Spanish translation. There are no shortcuts, and Costa Rica’s Directorate General of Migration and Immigration (DGME) no longer accepts state-level background checks. Only the federal FBI check is valid.

This page covers everything you need to know — which visa categories require it, what documents are needed, how the process works from Costa Rica, and how MR Fingerprints handles everything from fingerprinting through translation.

Which Costa Rica Residency Categories Require an FBI Check?

All of them. Unlike Mexico, where requirements vary by visa type and office, Costa Rica mandates the FBI background check for every long-term residency category:

Residency Category
FBI Background Check Required?

Pensionado (Retirement Residency — min. $1,000/month pension)
Yes — required

Rentista (Passive Income — min. $2,500/month or $60,000 deposit)
Yes — required

Inversionista (Investment Residency — min. $150,000 investment)
Yes — required

Vinculo (Family Ties — spouse/child/parent of Costa Rican citizen)
Yes — required

Permanent Residency (after 3 years temporary)
Yes — required

Work Permit / Regulated Employment
Yes — required

Religious Worker / Missionary
Yes — required

Rentista Digital Nomad Visa
Yes — required

International Adoption (USCIS I-800A)
Yes — required

Requirements confirmed as of early 2026. Always verify with your immigration attorney or the DGME before submitting your application, as requirements can change.

Important: Costa Rica No Longer Accepts State Background Checks

For many years, some Costa Rica residency applicants submitted state-level criminal background checks. Costa Rica's DGME changed this requirement — only the federal FBI Identity History Summary is now accepted. A California DOJ check, Texas DPS check, or any other state-level record will be rejected by the DGME. The FBI check must also be apostilled by the US Department of State — not by a state government. This change catches many applicants off guard. Start with the FBI check from the beginning.

The Three Documents Costa Rica Requires

Document 1 — FBI Identity History Summary

The FBI background check — a federally issued, fingerprint-based report of your complete US criminal history across all 50 states. If you have no criminal record, the FBI issues a 'no record' result, which is fully valid for Costa Rican immigration purposes. The document must be recent — Costa Rica generally requires it to be issued within 6 months of your DGME application submission.

Document 2 — US Department of State Federal Apostille

Costa Rica is a member of the Hague Apostille Convention. Your FBI background check must be apostilled by the US Department of State before it can be accepted by the DGME. A state-level apostille is not valid for FBI documents. The federal apostille is the only accepted form of authentication for an FBI Identity History Summary used in Costa Rica.

Document 3 — Certified Spanish Translation

Costa Rica requires all foreign documents submitted to the DGME to be translated into Spanish by a certified official translator. This is not optional — an untranslated or uncertified translation will cause your application to be rejected. MR Fingerprints provides certified Spanish translation by accredited translators, delivered alongside your apostilled FBI document as a complete, submission-ready package.

How to Get FBI Fingerprinting from Spain: Step-by-Step

Our process is simple & quick!

1. Order your mail-in fingerprint kit from MR Fingerprints. We ship FD-258 standard fingerprint cards directly to your address in Spain. International delivery typically takes 7–14 business days via tracked shipping.

2. Complete your fingerprints. Use our detailed instructions to complete your ink fingerprint cards at home, or take them to a local notary, gestoría, or police station in Spain that provides ink fingerprinting. Legible, complete prints are critical — illegible cards are the #1 reason for FBI rejections.

3. Mail your completed fingerprint cards back to MR Fingerprints. We provide a pre-addressed return envelope. Use a trackable international courier (DHL, FedEx, or Correos International) for peace of mind.

4. We submit your prints to the FBI through our certified channeler process. Standard processing takes approximately 6–8 weeks. Expedited options are available. We will notify you once your results are received.

5. Obtain an apostille on your FBI background check. For Spanish visa and residency applications, your FBI background check must be apostilled through the US Department of State. We can guide you through this process or connect you with an apostille service.

6. Submit your apostilled background check with your visa or residency application. For some visa types, you will also need a certified Spanish translation (traducción jurada). Your immigration lawyer or gestoría in Spain can arrange this.

Pro tip: FBI background checks are only valid for 90 days for Spanish immigration purposes. Start the fingerprinting process as early as possible to avoid delays.

How to Get Fingerprinted from Costa Rica

You do not need to fly back to the United States to get fingerprinted. MR Fingerprints serves you anywhere in Costa Rica — San José, Escazú, Santa Ana, Heredia, Alajuela, Liberia, Tamarindo, Manuel Antonio, Puerto Viejo, La Fortuna, or anywhere else.

Steps

  1. Contact us. Delivery typically takes 5–10 business days.
  2. Complete your fingerprints. Follow our detailed instructions to complete your ink prints at home. Many OIJ (Organismo de Investigación Judicial) offices in Costa Rica can also assist with fingerprint card completion.
  3.  Allow 5–10 business days for return delivery to Los Angeles.
  4. We submit to the FBI. As an FBI-approved channeler, we submit your fingerprints electronically to the FBI. Standard processing: 6–8 weeks. Expedited options available.
  5. We coordinate your US Department of State apostille. Once your FBI results arrive, we handle the federal apostille process. Standard: 6–8 weeks. Expedited: 1–2 weeks.
  6. We deliver your certified Spanish translation. Prepared by accredited certified translators alongside your apostilled document — meeting DGME requirements exactly.
  7. You receive your complete package in Costa Rica. Apostilled FBI document plus certified Spanish translation — ready to submit with your DGME residency application.

Start the process at least 5–6 months before your DGME application date. Standard total processing time is 14–20 weeks. Remember: Costa Rica requires the document to be issued within 6 months of your application. Factor this validity window into your timing.

The Pensionado, Rentista, and Inversionista Visa — What to Expect

Pensionado Residency

The Pensionado visa is Costa Rica’s retirement residency category, requiring proof of a minimum monthly pension income of $1,000 from a permanent lifetime source such as Social Security, a government pension, or a private pension fund. The FBI background check, federal apostille, and certified Spanish translation are all required. The DGME will not process a Pensionado application without the complete three-document FBI package.

Rentista Residency

The Rentista visa requires proof of a stable passive income of at least $2,500 per month for a minimum of two years, or a $60,000 deposit in a Costa Rican bank. As with Pensionado, the FBI check, apostille, and translation are mandatory. Remote workers and digital nomads with stable contract income commonly use this category.

Inversionista Residency

The Inversionista (investor) visa requires a minimum investment of $150,000 in Costa Rican real estate, a business, or other approved ventures. This is a popular route for Americans purchasing property in Costa Rica. The FBI documentation package is required regardless of investment size or type, and the DGME applies strict zero-defect standards — incomplete or incorrectly apostilled documents are rejected outright.

Frequently Asked Questions

Is the FBI check required for every Costa Rica residency category?

Yes — without exception. Unlike some other Latin American countries where the FBI check is required only for specific visa types, Costa Rica’s DGME mandates it for all residency categories. There is no Costa Rica residency pathway that waives the FBI background check requirement for US citizens.

No. Costa Rica’s DGME changed its requirements and now only accepts the federal FBI Identity History Summary. A California DOJ check, Texas DPS check, or any other state-level criminal record is not acceptable and will cause your application to be rejected. The FBI check must also carry a US Department of State federal apostille — a state-level apostille is not valid for FBI documents.

Costa Rica’s DGME generally requires the FBI background check to be issued within 6 months of your residency application submission date. Some offices enforce a stricter 3-month window. Always confirm the exact validity window with your immigration attorney or the DGME before starting the process — and factor this into your timeline planning.

DGME processing times in Costa Rica can be lengthy — 9 to 24 months is the published range for most residency categories. If your FBI background check expires (beyond 6 months from the issue date) while your application is pending, you may need to obtain a fresh background check. Your immigration attorney can advise on the best timing strategy for your specific situation.

Yes. Each adult applicant must provide their own individual FBI Identity History Summary, apostille, and certified Spanish translation. If you and your spouse are applying together — for example, under Pensionado or Rentista residency — you each need the complete three-document package. Order one kit per adult when placing your order with MR Fingerprints.

No. The US Embassy in San José and US Consulates in Costa Rica cannot fingerprint you for FBI background check purposes. You must use an FBI-approved channeler like MR Fingerprints — either via our mail-in kit shipped to your Costa Rica address or in person at our downtown Los Angeles location if you are visiting the US.

Yes. We ship our FD-258 mail-in kit to your address anywhere in Costa Rica. You complete your prints locally, mail them back to us, and we handle FBI submission, federal apostille coordination, and certified Spanish translation. You receive your complete, submission-ready three-document package delivered to your door in Costa Rica. Contact us to get started.
